Legal and Regulatory Framework for FinTech

This component of the research analyzes the evolving legal and regulatory landscape governing FinTech in Qatar. It focuses on identifying existing gaps, institutional overlaps, and opportunities to harmonize regulations that foster innovation while protecting consumer rights and ensuring market stability.

The study examines current legislation related to digital payments, data privacy, Islamic finance compliance, digital identity, consumer protection, and cybersecurity. It also draws comparisons with international best practices to highlight areas where Qatar’s framework can be strengthened to better support its FinTech ambitions.

Input was collected through legal reviews, expert consultations, and stakeholder workshops involving regulators, financial institutions, and technology providers.

Key Findings:

• Fragmentation of regulatory responsibilities across multiple agencies creates uncertainty for FinTech startups.

• Existing laws do not fully accommodate emerging FinTech models, such as decentralized finance (DeFi), crowdfunding, or crypto-related services.

• There is a lack of clear licensing pathways for new digital financial services.

• Islamic finance alignment remains a critical factor in FinTech product acceptance.

• Cybersecurity and data protection frameworks are improving, but gaps remain, especially regarding cross-border transactions and data sharing.

Policy Recommendations:

• Establish a unified FinTech regulatory framework under a single coordinating authority.

• Introduce adaptive, principle-based regulations to keep pace with innovation.

• Strengthen legal clarity around licensing, compliance, and dispute resolution.

• Embed Sharia-compliant guidelines in FinTech product development.

• Enhance cross-agency coordination and knowledge-sharing platforms.

This deliverable aims to guide the development of a regulatory environment that balances innovation, compliance, and financial inclusion in Qatar.
